We perform a detailed modelling of the post-outburst surface emission of the low magnetic field magnetar SGR 0418+5729. The dipolar magnetic field of this source, B=6x10^12 G estimated from its spin-down rate, is in the observed range of magnetic fields for normal pulsars. We present a comprehensive study of spectroscopic radius measurements of twelve neutron stars obtained during thermonuclear bursts or in quiescence. We incorporate, for the first time, a large number of systematic uncertainties in the measurement of the apparent angular sizes, Eddington fluxes, and distances, in the composition of the interstellar medium, and in the flux calibration of X-ray detectors. We also take into account the results of recent theoretical calculations of rotational effects on neutron star radii, of atmospheric effects on surface spectra, and of relativistic corrections to the Eddington critical flux. Neutrons stars are unique laboratories to discriminate between the various proposed equations of state of matter at and above nuclear density. One sub-class of neutron stars - those inside quiescent low-mass X-ray binaries (qLMXBs) - produce a thermal surface emission from which the neutron star radius (R_NS) can be measured, using the widely accepted observational scenario for qLMXBs, assuming unmagnetized H atmospheres. This paper presents the measurement of the neutron star (NS) radius using the thermal spectra from quiescent low-mass X-ray binaries (qLMXBs) inside globular clusters (GCs). This paper reports the search for quiescent low-mass X-ray binaries (qLMXBs) in the globular cluster (GC) NGC 6553 using an XMM-Newton observation designed specifically for that purpose. We spectrally identify one candidate qLMXB in the core of the cluster, based on the consistency of the spectrum with a neutron star H-atmosphere model at the distance of NGC 6553.
