We utilize elemental-abundance information for Galactic red giant stars in five open clusters (NGC 7789, NGC 6819, M67, NGC 188, and NGC 6791) from the Apache Point Observatory Galactic Evolution Experiment (APOGEE) DR13 dataset to age-date the chemical evolution of the high- and low-$\alpha$ element sequences of the Milky Way. Key to this time-stamping is the cluster NGC 6791, whose stellar members have mean abundances that place it in the high-$\alpha$, high-[Fe/H] region of the [$\alpha$/Fe]-[Fe/H] plane. Based on the cluster's age ($\sim 8$ Gyr), Galactocentric radius, and height above the Galactic plane, as well as comparable chemistry reported for APOGEE stars in Baade's Window, we suggest that the two most likely origins for NGC 6791 are as an original part of the thick-disk, or as a former member of the Galactic bulge. We describe the Sloan Digital Sky Survey IV (SDSS-IV), a project encompassing three major spectroscopic programs. We report the first detailed chemical abundance analysis of the exoplanet-hosting M-dwarf stars Kepler-138 and Kepler-186 from the analysis of high-resolution ($R$ $\sim$ 22,500) $H$-band spectra from the SDSS IV - APOGEE survey. Chemical abundances of thirteen elements - C, O, Na, Mg, Al, Si, K, Ca, Ti, V, Cr, Mn, and Fe - are extracted from the APOGEE spectra of these early M-dwarfs via spectrum syntheses computed with an improved line list that takes into account H$_{2}$O and FeH lines. NGC 2420 is a $\sim$2 Gyr-old well-populated open cluster that lies about 2 kpc beyond the solar circle, in the general direction of the Galactic anti-center. The Apache Point Observatory Galactic Evolution Experiment (APOGEE) has built the largest moderately high-resolution (R=22, 500) spectroscopic map of the stars across the Milky Way, and including dust-obscured areas. We present the $H$-band spectral line lists adopted by the Apache Point Observatory Galactic Evolution Experiment (APOGEE). The APOGEE line lists comprise astrophysical, theoretical, and laboratory sources from the literature, as well as newly evaluated astrophysical oscillator strengths and damping parameters. We investigate the light-element behavior of red giant stars in Northern globular clusters (GCs) observed by the SDSS-III Apache Point Observatory Galactic Evolution Experiment (APOGEE). We use the Space Telescope Imaging Spectrograph on board the Hubble Space Telescope to obtain new high-quality spectra covering the 1900 to 2360 Angstrom wavelength range for two metal-poor stars, HD 108317 and HD 128279. The Sloan Digital Sky Survey (SDSS) has been in operation since 2000 April. This paper presents the tenth public data release (DR10) from its current incarnation, SDSS-III. We present an online catalog of distance determinations for $\rm 6036$ K giants, most of which are members of the Milky Way's stellar halo. Their medium-resolution spectra from SDSS/SEGUE are used to derive metallicities and rough gravity estimates, along with radial velocities. Distance moduli are derived from a comparison of each star's apparent magnitude with the absolute magnitude of empirically calibrated color-luminosity fiducials, at the observed $(g-r)_0$ color and spectroscopic [Fe/H]. Elements heavier than the iron group are found in nearly all halo stars. A substantial number of these elements, key to understanding neutron-capture nucleosynthesis mechanisms, can only be detected in the near-ultraviolet. Using near-ultraviolet spectra obtained with the Space Telescope Imaging Spectrograph onboard the Hubble Space Telescope, we detect neutral tellurium in three metal-poor stars enriched by products of r-process nucleosynthesis, BD+17 3248, HD 108317, and HD 128279. Tellurium (Te, Z=52) is found at the second r-process peak (A=130) associated with the N=82 neutron shell closure, and it has not been detected previously in Galactic halo stars. The Sloan Digital Sky Survey (SDSS) started a new phase in August 2008, with new instrumentation and new surveys focused on Galactic structure and chemical evolution, measurements of the baryon oscillation feature in the clustering of galaxies and the quasar Ly alpha forest, and a radial velocity search for planets around ~8000 stars. This paper describes the first data release of SDSS-III (and the eighth counting from the beginning of the SDSS). We present here the initial results of a new study of massive star yields of Fe-peak elements. We have compiled from the literature a database of carefully determined solar neighborhood stellar abundances of seven iron-peak elements, Ti, V, Cr, Mn, Fe, Co, and Ni and then plotted [X/Fe] versus [Fe/H] to study the trends as functions of metallicity. We have derived isotopic fractions of europium, samarium, and neodymium in two metal-poor giants with differing neutron-capture nucleosynthetic histories. These isotopic fractions were measured from new high resolution (R ~ 120,000), high signal-to-noise (S/N ~ 160-1000) spectra obtained with the 2dCoude spectrograph of McDonald Observatory's 2.7m Smith telescope.
